Born: Perry Mills Ruby, Jr., November 06, 1942 in Tampa, Florida into the family of Perry Mills Ruby, Sr. of St. Paul, Minnesota and Phoebe Clark Smith of Hawkinsville, Georgia.

Graduated from Lakeview High School, Winter Garden, Florida.

Enlisted into the U.S. Navy as a Hospital Corpsman.

Served as a Medical Advisor to the Vietnamese Navy Medical Department.

Graduated from Berean Bible School, Chesapeake, Virginia.

Graduated from The George Washington University with a Bachelor of Science Degree in Health Care Administration.

Graduated from Roosevelt University with a Masters in Public Administration.

Adjunct Professor at University of Wisconsin, Parkside Campus, Kenosha, Wisconsin, Department of Public Administration; and Roosevelt University, Chicago, Illinois, Department of Public Administration teaching Heath Care Management in the Public Sector.

Retired from the U.S. Navy as a Lieutenant Commander, Medical Service Corps.
